Shipping zones need help

Hi

Looking for help with the shipping on my site Please.

I have free postage within Australia and everywhere else overseas $30 ... That simple.

Zones set up
1. Australia - australia
2. overseas - Uk Usa ( only put a couple of countries in but want all)

Flate rate set up with overseas zone
Free Shipping with Zone Australia.

Australia work great but when overseas address says
Sorry, we are not shipping to your region at this time.
Please contact us for alternate arrangements

Make sure that you have added the proper zone to flat rate/Shipping Zone

If a zone is selected, only enable this shipping method for that zone.

This section is what you were referring to. I have that set up.

Still no luck any other suggestions??

Austrailia was free - - remove from flat rate

Yeah sorry when I pasted it come out wrong ... It is only on oversea.

I have Zone name oversea the country unitied kingdom in Zone Definitions.
Have flat rate on zone overseas
log in with address london unitied kingdom and it still comes up. so confussed why it dosen't work.

It is a old site would something be missing or deleted.
