Table rate for usa, flate rate for foreign help please

i got the table rate setup for USA customer.

then i tried to setup a flate rate for all foreign orders, but its not working. made a zone that includes all countries, and setup the flate rate to use that zone but in the shipping estimator no options come up.

Any help would be appreciated. thank you

How about use Zone Rate zones ...

Setup as ...

Zone 1 Countries: US
Zone 1 Shipping Table: <Your table rate settings here>

Zone 2 Countries: 00
Zone 2 Shipping Table: 10000:7.50

The 00 means, everyone else ... and the 10000:7.50 would charge $7.50 to everyone ...

That is because you are working with Table Rate table and I am suggesting that you try the Zone Rate zones shipping module for all of this ...
