Different Shipping Costs

I am looking to set up shipping methods in my shopping cart but they have variable costs and different shipping costs as follows:

Three delivery options:
DHL Standard £5.90
DHL Guaranteed Next Day £8.90
DHL Diamond (pre 10.00am) £10.20

The above costs are per carton which can contain up to 24 items but if the customer orders more than 24 items the delivery cost would double and so on.
1 carton DHL Standard £5.90
2 cartons DHL Standards £11.80 etc etc

The purchased items can range from boots through to outdoor clothing.

It is not different zones that the delivery is going to but different types of delivery i.e Next Day, Next Day guaranteed or standard delivery all with different costs. This would then increase on the amount of cartons ordered.
Any advice would be so welcome.

Are you sure that a carton can contain 24 pairs of boots?

I was just giving an example of the variables that could happen. I suppose boots would be 12 in a carton.

Well that eliminates an item count solution as you initially requested

Any assistance would be greatly appreciated. I have now been advised by the client the delivery cost per carton can contain up to 22kg at the three optional rates.
