A way to force international customers to use intl shipping???

Is there any way to force international customers to use international shipping? What's happening is that some customers are choosing domestic shipping instead of intl. There doesn't appear to be a way force this unless I'm missing something...

What shipping modules are you use where they would even get a choice of what shipping modules are available to them?

'table_rate_clone' works for me!
Once installed you can create a table for each delivery zone. Example: Royal Mail has 12 Zones, once you have the weight:rate, weight:rate, weight:rate ... setup just associate the table with the different country codes.
