Is there a add on or module that allow me have a section in checkout the says "request a quote".
The customer would select numerous items and then request a quote for a final total. I would edit the invoice order in admin and send them the new total for them continue with the payment. I have searhed the forum answers to my problem

There is no module available for that. You can of course have it custom coded to do that.
