Template design software?

Hi, is there any software to create templates for zencart as there is a software available to create templates for Joomla, wordpress, drupal

None I'm aware of.

Not in the WYSIWYG sense; I don't know of any program that takes you through the whole process of creating a new template.
You need a good file/text editor like Notepad++, and it makes it simpler if you have a copy of your site installed on your home computer along with XAMPP which makes your computer a local server. Then any file edits show on your test site as soon as you save and refresh.

There are folder outline schematics in Free Addons, and plenty of guidance in the tutorials for different parts of creating a custom template.
