Not able to ship to.... error

Hey there..

Im installing a store for someone who wants to be able to ship products.
Im only used to virtual products so setting up shipping has been a real task to say the least.
The store owner will be incorporating his shipping costs into the price of the goods..so how do I set it up so that he can ship anywhere..
Right now hes in Ontario and if I try to do a test for quebec it comes up saying Sorry, we are not shipping to your region at this time.
I dont know if incorporating the shipping costs into his prices is the best thing because Im sure if he ends up shipping to japan its going to cost more than $4 so to speak.
Any tips?

Check to see if any zones have been set
By default a base install can ship anywhere

something is still off.. I think I've changed all the info and its still saying "cannot ship"

I would randomly get that error which made it a bugger to figure out. And turned out to be a virtual product combined with a 'real' product error on my part.

It was the buttons in the category.. I had it set to always free shipping!!
