How exactly do you propose to guarantee your customers type in the right value on the PayPal side?

Why don't you just disable the shortcut button so that your customers login to your store before going to PayPal? That way *you* collect the address details, not Paypal. Granted, that would require that you're using the latest version of Zen Cart.

or would i use IPN instead of express?
