I have noticed that the majority of credit card fraud that we have had with our zencart store is where the billing address and shipping address don't match and the shipping address is in Miami FL.
We would lose a lot of business if we always required the shipping address and billing address to match.
Is there any way possible to force a match but ONLY if the shipping address is in a specific state like Florida?

There is no built-in option for that. But you can write your own custom code to suit your needs as you see fit.
