Stuck on shipping set up!

Hi, I have been trying for hours to understand the shipping/tax set up for my store. But failed.

I have my store based in the UK, but I have other customers over seas. I have tried table rate shipping and this works great for the UK. But my customer in Ireland is charged the same shipping fees. Which is wrong.

I have tried zones but nothing happen, I know I must be doing this wrong as I do not fully understand it.

I want shipping to be this.

UK = £10 per 20KG of shipping weight
Taxable
Free shipping on orders over £100

IRELAND = £20 per 20KG of shipping weight
Not Taxable
No free shipping

SPAIN, FRANCE, GERMANY, ITALY = £30 per 20KG of shipping weight
Not Taxable
No free shipping

Do I use zones? Or Clone Table-Rate Shipping?
If I use zones, how do I set this up?

You are going to need to setup Zone Rate Shipping in your store and then assign a shipping method to each of those zones. Right now if you don't have zones setup the cart is going to think that everyone gets presented with the same shipping options upon checkout.

You are also going to need to assign the Tax rates (taxable / non-taxable) to each zone from the Admin > Locations / Taxes area.

HI, thanks for the reply. Those were the two guides I originally followed. I have got my tax zones set up and working. But the shipping part I just cannot get to work the way i want in my first post?
