german language database problem

This is the first time I've worked with German language and now I've encountered a problem. All German characters that are saved to database (category name, option names etc) result in showing weird characters. Language files are displayed correct. What am I supposed to do?

Is this German only or multi languages

It's English (default) and German

It's still on localhost, there's so much left to do...

I did look at that topic before posting here, but I was hoping for a more user-friendly solution. A German keyboard already has the 4 characters I need as buttons (see here) so I'd like to simply use those button for writing. Can you imagine telling someone who's not that good with computers (eg. my wife) to write the replacement characters?
