Webring code at bottom on home page

Re www.irishshopper.com. Three queries.

1. Exactly where can I add in the code below for a webring so it appears at the VERY BOTTOM of the home page just below all the products and above the footer.

2. How can I get the background colours in the window boxes on the right changed to white ?

3. How can I change the width of Cart from 100% to say 1004 px ? Have tried changing this in stylesheet.css but do not appear to have any affect.
