Hi, I want to edit the HTML Tag and the Head tag.
How can I do that? in which file those tags?

You don't need to edit the HTML tag or HEAD tag.

Simply put your additional stylesheets and javascript files into the appropriate folders of your custom template, using the prescribed naming convention, and Zen Cart will automatically include them when the page loads.
