New site (built in v.1.3.9b) being readied for deployment next week.

Looking for anyone with answers to the following:

1. Our site needs to be able to calculate the UPS negotiated shipping rate (not the standard retail rates). Does the standard UPS XML module support this? Some threads suggest yes others say no. If yes how.

2. If no, is there any other solution (private/custom or otherwise) that might allow negotiated UPS rates to be used?

3. As a last alternative, I have seen on a couple threads that suggest it might be possible to set a ZC defined shipping factor (%) to be used in calculating a lower shipping cost (one that resembles the negotiated discount rates from UPS). Is this something a web designer can do easily or is some programing required? Either way how?

Willing to pay for a sound workable solution to this rather obvious problem for many.
