Custom shipping help

I want to have a shipping module that has fixed delivery fees for the city I am in.
For example shipping to:
North West: $30
North East: $25
South West: $25
South East: $15
Local: Free

Is there any existing modules that would allow me to do this? How hard is it to create a module to do this?

You will have to rely upon customer honesty I suspect but clone flat rate 4 times naming them accordlingly
