Customizing a shipping module - which file?

Hi all, i have a programmer friend who will be doing some custom code for our shipping modules soon, specifically to hide/show a shipping method based on product(s)

He's an experienced programmer, but new to Zen Cart, so Im wondering if this file; includes/modules/pages/checkout_shipping/header_php.php

Is the one he should be looking at to do this?
