The Shipping Estimator will not give quotes from Real Time servers unless:

1 you have the address information complete

2 there is a quote to display

If you do not see it on the Shipping Estimator when you complete the shipping information and hit Update ... then you probably will not see it on the checkout_shipping as there isn't a quote to show ...
