image size configuration in admin/configuration

could someone here kindly help to advise where to check when in admin/configuration/image size width, height setting does not work?! most image width, height are 80, 100. i changed to other sizes, but the new sizes are not reflected in my pages.

any advice is appreciated.

it's at local for testing right now.... i'd checked the output html code, it's still 100 x 80. wondering if any advice could be offered.

all settings in admin > config > images are default, except all image related width, heigh are changed from 80, 100 to 96, 120.
