    Between the two sites, what are the differences in the records in the address_format tables? There should be 6 records in there.

    Also, what changes have you made to how countries are treated? Have you deleted several countries from your database for some reason?

    Actually the cart that's working has 5 items in there, the cart that is not has 6. I recently set up payment processing to include Canada - I did it similar to the other cart (it has processing for several countries) except that it's just Canada. Do you think that might be it? Where should I look for differences besides shipping? Yes, I saw those threads but the solutions didn't help me.

    Does this happen for *every* address, regardless of country? Or is it isolated to just certain countries?

    It appears to be every US address. So far they haven't had any Canadian orders but the cart seems to be seeing the Canadian shipping costs properly if you check shipping and say you're from Canada.

    I went through settings to compare them one by one and other than a few things that I knew need to be different everything was the same. The working site has some countries missing, it's the broken site that has them all!

    Also, the only other difference I could find is in the working site is it's missing the option for "detailed line items in cart" and that item is there in the broken cart and says "no". I'm not sure if this is even matters.

    Sounds like you've got corrupt data.
    The address_format table needs an address_format_id record #2 in it.
    And that corresponds to the countries table which needs a countries_id 223 record for USA which needs to also have an address_format_id value of 2
    And then that should match up with your orders which have a format_id of 2.

    If, however, you've altered your countries table data and deleted and re-added USA so that it has a different countries_id or have changed its address-format-value to something else or to a value that doesn't exist in the address_format table, then you'll continue to have the symptoms you're reporting.

    I will have to digest what you said and may have questions after I think about it...but this happened immediately after the upgrade...before I reloaded any table data. Hmmmmmm let me ponder this a bit and see if I can get it working. If you have any suggestions on how to "uncorrupt" the tables, I would appreciate it. They've had several sales since the upgrade 3 days ago so I'd hate to lose all that data.
