USPS First Class Int not working

So I've noticed a lot of people not having this working. So far the solutions dont seem to be working.

Version 1.3.8

The version of USPS being used is the May 12th patch.
The usps module was disabled, the new one was downloaded, uploaded and then installed. The settings were then configured.
No go.

The weight I thought could be the issue, I've played with tons of settings and tried different weights. No go.

Tare small: 0:1
Tare large: 10:1

Priority Mail International works with product at 1.5 lbs.

Settings:
Enable USPS Shipping
True

Enter the USPS Web Tools User ID
************* (yes this is set up properly)

Which server to use
production

All Packages are Machinable
True

USPS Options
Display weight, Display transit time

Domestic Shipping Methods
EXPRESS, PRIORITY

International Shipping Methods
Priority Mail International, First Class Mail Int Lrg Env, First Class Mail Int Package, First Class Mail Int Letters, First Class Mail Int Flats, First Class Mail Int Parcels

Debug Mode
Off


What is wrong that this isn't working? I have re-installed several times. Nothing.
