Free shipping for orders under $ for only one country

Shipping Zones

Using the latest version and I have set up all my countries with different weights and all seems to work correctly when you use the estimator.

I would like to have one other option

In China an order over 500 would be free shipping if the weight was under 2

over 2 the shipping would be the normal rates for China

Thought I was winning but not..

I have zone shipping enabled only and when I click on the estimate shipping the window opens and seems to work but displays the right and wrong information.

At the top of the window: - the weight is correct

Estimate Shipping Costs

Total Items: 1000 Weight: 1kgs Amount: 10,000.00元

----------------------------------------------------

But under the green box its wrong !!
