Can't Edit Admin Fields Not visible

I just upgraded to 1.3.9.h. When I try to edit different items under the ADMIN|Configuration menu. for instance "email - Allow guest to tell a friend". When I click on it, the description column expands and takes up the whole page width so that I can't see the box to change the value from true to false. I usually edit the values to the right of the descriptions. The "i" changes to an arrow but can't see to the right to get to the arrow. Doesn't matter how wide of a screen I use. This happens on about 90% of the fields under the configuration so I haven't been able to update my configuration fields. Is there a setting somewhere that needs to be set. I do not have this problem on my live version 1.3.9.f. Only occurs on my upgrade version. Seems like it should be something easy to fix.

You're encountering a PHP error before it can finish drawing the rest of the screen, namely the right-hand sidebar.
That is most likely a result of an error caused by incomplete file merging while upgrading.

Check the error logs for the cause:
