Fresh install - won't display Admin

Hello all,

After creating the new DB and installing a fresh copy of Zen 1.3.9h I cannot get to the admin log in page. I get the "System Setup Required" page. (I have done the install twice by the way and I do get the tables populated in my DB!)

So here's my question, If the information inputted during the install populated the DB shouldn't it also work for the Admin/includes/config.php and the includes/config.php (I am making the assumption that this is where the problem is)

I also renamed the Admin folder and changed it to match in the "admin/Includes/config folder"

The hair loss is becoming quite apparent ;-)


Addenum:

I ran the debug and checked the log and I get-
