Zone problems, please help

I've searched and can't find anything to help.

When I try to add a sub zone the country drop down list is empty, yet I have countries defined?

What could be causing the problems?

Could any of my shipping modules be causing a conflict?

Just to explain further I'm setting up a UK store to support VAT zones for the UK and then the EU.

The problem is, I can't edit the zones as the sub zone countries drop down list seems to be empty.

I think I've figured some of it out, I have the royal mail and parcelforce mods installed, and they have setup the zones for their requirements, why does this have to be so complicated.
