why is there no meta tags icon in action?

I have install the zen cart which version is 1.3.9h

but there is no meta tags icon under action in categoires list and products list .

it's there any set first?or i install wrong???

only three, in categories action.

I want to modify category metatags.

buy there is no meta tags icon under it.

the three is : edit\delete\move icon

As this is not standard and should be there you must have something wrong with your admin files
