Configuration Items Dissapear When Clicked

Using 1.3.9f and have recently changed server. All is working from the front end - orders being processed etc but in the back end odd things appear to be happening.

If I select a configuration item with an option (e.g. Config > Stock > Check Stock Level) when I first go into the screen I can see the options available in read only. However, if I then edit, then right hand table box disappears and I am only left with the first three columns (Title Value Action). This applies to all config items that I have edited in the past.

What I notice is that if I look at the shipping module, the same applies however I can disable the module. When I then re-enable it, I can access the options for that item.

Any idea what causes this? I'd hate to need to resort to configuring my store from SQLAdmin! Help appreciated!
