Coupon offering one free item?

As always, I did Search and read a lot, but apologize if this has been addressed and I didn't see it.

Is there a way to give a customer a coupon code that will automatically apply to one item in their cart (the highest priced item) and only be good for one use by one person?

We hope to do a promotion where if anyone visits us at our new physical location, we give them a coupon for a free item of their choosing on our site.

This is not a feature of the Discount Coupons in Zen Cart at this time ...

You would need to do quite a bit of customization for something like this ...

I don't recall an add on for something like this ... but perhaps someone has designed a customization for this and could jump in here ...
