Cookies Not Enabled Message When Trying to Purchase ZenCart Manual

I am having a problem when trying to purchase the Zen Cart manual. When I click on the link I get the error message that cookies are not enabled. I have cleaned out the browser's cache and set Privacy to low. I am running Windows Vista, Internet Explorer 8 (Version 8.0.6001.18999). I get the error message in both IE and Firefox, but not when using Google Chrome, Opera, or Safari. I have Norton Internet Security installed but have turned off all options and still have the same problem. This also happens when I visit c u c u m b e r m e d i a . c o m and try to purchase the manual. I am able to store cookies from other sites that I visit. Please help!!

A sidenote - I have Zen Cart 1.3.9h installed on my local drive where I am working on a new store to upload. I am getting the same message when I try to execute the customer "login" link.

We are getting more and more customers having this problem in our store too. We also are running the latest version of Zen Cart (1.3.9h). I don't know why it's happening all of the sudden, but the workaround we've been doing is telling our customers to install FireFox, which seems to not have this issue.
