Default my website maintenance mode won't turn off?

I just did a clean installation of Zen Cart 1.3.9h. I have not yet changed anything, i logged into the admin area. On the top i have two error messages:

Warning WARNING: Site is currently set to Down for Maintenance ...
NOTE: You cannot test most Payment and Shipping Modules in Maintenance mode
Warning Your database appears to need patching to a higher level. See Tools->Server Information to review patch levels.

This is a new database with nothing in it except for what zc_install installs into it. That's another issue.

The problem with the maintenance mode is very strange. I click on it, but i do not get a box to the right like i should to change to to false.

I have attached a screenshot to this post. Thanks in advance.

What happens if you go to Configuration ... My Store ... do you see the right panel?

Question ... you said this is a Clean Install of v1.3.9h ... are you sure you are using the correct database for this clean install in the:
    /secret_admin_dir/includes/configure.php

I am trying to determine why a Clean Install of Zen Cart would start you in Down for Maintenance in the first place ...

Does the shop also say Down for Maintenance?

Also how did that IP Address get set? Is it your IP Address?

The right side panel for changing values shows for my store, and everything else except for the maintenance mode setting.

The right panel shows for some of the maintenance related settings, such as my ip address. Yes, the ip address shown there is my ip address. I have a static ip from my ISP, so i don't need to worry about it changing on me.

The storefront/shop does also say down for maintenance,.

This is as clean an install as a clean install can be. I am hosting this on GoDaddy. I have several servers of my own, but they all run windows. I know zen cart will run on windows, but i haven't had the best luck getting it to.

So this is a brand new, clean, no other content, GoDaddy hosting account, with Zen Cart installed into a /shop/ subdirectory. The database is brand new as well, just created for use with Zen Cart, so the only data in it should be the tables and values that the Zen Cart installation puts in.

I can't think of any reason for the configure.php file to have a problem because this was a clean install.

Thanks for your quick reply, hopefully we can get this figured out.

Any chance this is a bug?

I have used Zen Cart for a long time, and never before 1.3.9h did i have a problem like this.

In fact, just last week i did an install of 1.3.9g for a friend of mine, also a clean install, clean database, no problems. Perfectly seamless.

The missing right-hand sidebar is caused by the same sort of thing that causes blank pages. Guidance here: https://www.zen-cart.com/tutorials/index.php?article=82
