403 error, cannot view custom template for to edit in admin

Following the instructions for creating a custom folder and template.info.php, I created all the folders and placed the items back in the directory.
I went to tools, templates and chose the custom folder, I then updated and was given a 'preview button'. When I click the preview button I am then given this error:

403 Permission Denied

You do not have permission for this request /catalog/includes/templates/CUSTOM/images/

I have all files set to access 777


What version of Zen Cart are you using? Latest and greatest
Has your site been upgraded? When? From what version(s)? No
What addons have you installed? When? None
In what ways is your site customized or different from a brand new uncustomized install? The initial template is viewable, my CUSTOM folder with my customized template will not let me view

WHEN did the problem "start"? As soon as I tried to 'preview' the custom/images folder right after creating it
How does that compare with other events of your hosting company, changes you've made to your site files/addons, or your admin settings, etc? I am new and have just started the zen cart, I am not up and running yet, but may get this off my server and try a cart that allows me to customize in Dreamweaver
If this is your first store, have you tested all aspects of transactions before going live? Not applicable, I cannot go live with the zen cart until I can customize it to my store's needs and logos.

If you did not create/have a scr_template_default.jpg thumb nail image in your custom templates /images folder then a preview won't display
