Sorry for the late response...I did exactly like you told me and it worked like a charm, thank you!!

I have a small problem that hopefully you can help me with, I would like to leave The US Shipping as is but I would like the Canadian shipping price to be $25.00 for the first item and $10.00 for the next. How can I do this? Thank you in advance and I really appreciate your help.

Create a Zone Definition for Canada ...

Install the Item Rate item shipping module and set the:
Handling: 15.00
Rate: 10.00

and set the Zone to your new Zone Definition ...

Set on the Zone Rate zones shipping module for the Skip Countries to have:
CA

and remove your definition for CA ...

Thank you the above exchange. It has been very helpful. I have a question, though, that I am hoping you could help me with.
I added the US in zone one, changed it to 0.00 for shipping (I am offering a free shipping sale).
I tried to add CA and CZ to zone 2 (Canada and Czech Republic) and make it $4.50 for 1 item, etc.

CA,CZ
( 1:4.50,2:5.50, etc)


When I tried to purchase something from the Czech Address, in my

"Shopping Cart Contents" the
Zone Rates (shipping to): $0.00


"Shipping Method" the
Zone Rate is correct, $4.50

But then when it continues to Paypal, the shopping cart contents continues. Do you know why this might happen?

As long as you are not ordering more than quantity 2 you should get the $4.50 or $5.50 rate for Canada and Czech Republic with those settings ...

If you order 3 or more items you will get $0.00 as you do not have anything defined for more than 1 or 2 items ...

You could change it to:
1:4.50, 10000:5.50

and now you will get $4.50 for quantity 1 and $5.50 for all quantities over 1 ...
