Ok. I had changed the weights at one point but that made the Express Mail a $1 or so more than usps. So if I change my weights should it match usps?
If you change the weights to match the weights used on USPS you should get the same quote ...
Just like right now you are using 0.065lbs and get the same prices at USPS for 0.065lbs ...

I am back. After a good nights sleep and lots of coffee this a.m. it is all clear to me now. ha.
USPS weight and rates are matching but client uses Express Mail Flat Rate Envelope which through usps is $18.30. There isn't an option on Domestic to choose Express Mail Flat Rate Envelope. If I could figure out how to do this, the client would be happy. Is there anyway to add Express Mail Flat Rate Envelope to domestic? Thanks.
You might edit the USPS shipping module and look for this code:
and see if that accomplishes what you are trying to do ...Code://EXPRESS MAIL OPTIONS if ($key == 'EXPRESS'){ $this->container = ''; // Blank, or Flate Rate Envelope }

Darn I was hoping that would work but it doesn't. ugh I even tried adding Express Mail Flat Rate Envelope. Any other ideas?
