Can't get ZC to charge taxes

All I did was edit the Default Florida listing and changed it all to Texas, thought that was all I would have needed to do, but I finally got an order (two actually) from Texas and it did not charge the taxes. Settings are:

Tax Rates
Priority Tax Class Zone Tax Rate Description: Action

When you go to the Zone Definitions and click on DETAILS do you have it setup for ...
Country: United States
Zone: Texas

No I had missed that one, it still said Florida. Thought I had changed them all.
