Moving navbar

Hi I am designing a site and have same across a problem. I am using this template LINK and I am using the navcatbar as well but I want the main header to be first and the navcat to be second but at the moment its the other way round. so is they anyway I can change the other of the HTML of the site so it loads right.

If it is written well there will be a file in the template /common folder named tpl_header.php

You would have to re-order the code in this file
