using zencart v1.3.9

I turned off right column. want to display 4 boxes in left column. First two show (categories and search) but last two are not showing (featured and shopping cart). Is there a column height restriction or other reason?
Layout Boxes controller:
sideboxes/categories.php ON LEFT 10 10 ON Edit Info
sideboxes/search.php ON LEFT 20 20 ON Edit Info
sideboxes/featured.php ON LEFT 30 30 ON Edit Info
sideboxes/shopping_cart.php ON LEFT 40 40 ON Edit Info
