Can not send shipping cost to google checkout after upgrading

Hi All,

We just upgraded our zen cart version from 1.3.8a to 1.3.9f. We can't send shipping cost (using Fedex) to google checkout. We always get "You do not currently have any valid shipping methods" message. The old version was fine.

They are exactly same (files, database and settings) but only the demo site works. I spent almost a day to google but still not have a solution. Hope someone here can help.

Note: live site and demo site are on different server. Live site server is Linux and demo server is window 2003. Any issues with permission setting?
