quantity discounts to display in "starting from"price

I am trying to get Quantity discounts to show in "starting at" Price.
So far I can only get the "Starting at price" to show the lowest of the regular attributes to reflect there. Is there a way to do this?
I just installed 3.1.9h.

To clarify the above:
Item price: $500
Desired quantity discounts:
2-4, -5%
4-6, -6%
6-12, -8%
12-20, -9%
20>, -10%

also attribute hole size:
dia = 1/2, -$30
dia = 5/8, +$40
no holes, 0
the "priced starting at" value is $470 (depending on settings)
should be = (500-10%) - 30 = $420
Can I make this happen somehow?
