Your OP stated that they could checkout without an account and that is not a default allowable action

That is correct. Customers CAN currently go to my site, add an item to their cart, click on pay now and it goes straight to Paypal.

I would like it so they they must sign up on my store before they are transferred to Paypal for payment.

If you go to www.driftbuildstore.com you can try it. There is a test product on there under the 'test' category.
