Configure.php question

While updating my website address details in my configure.php file I noticed the following in the file:

// Use secure webserver for checkout procedure?
define('ENABLE_SSL', 'false');

Should that be set to true?

I'm trying to use paypal express but it's not working, could the above be the cause?

It should be set to True if you have an SSL certificate (which you should), but it wouldn't affect your Paypal configuration.
