Moving upgrade to root folder

I am running 1.3.8a on my root folder. I created folder new to store the upgrade, in case something went wrong. Everything seems to be good.

Can I just move the files from new to the root, and change the configure.php files?

The best is to follow the tutorial - first put your website down for maitenance. then move the existing files out - I put them into a holding folder so that your original filesand folders are still there and unharmed. Then move the new folders into the root directory. Test Test and open for business.
