Hi,
this is my first post due to a big problem I'm running into regarding Paypal payments from outside the US.

I'm running Zen Cart v1.3.9h as a clean, first time install.
No addons have been installed yet.
I just customized a few images, no hard coding changes.

Here is the issue:

I'm located in Florida and I only want to accept payments via Paypal.
I only have a Paypal Premier account and I'm using the standard Paypal IPN payment module which I set up correctly.

I tested orders and everything went fine.

By chance a friend of mine from Europe (Germany) made me aware that he couldn't check out with his German address. He was unable to select the (only) payment method.

Btw., all my products are virtual (downloads) so my customers would be from all over the world and there is no need for shipping.

So I started going through various scenarios why I couldn't accept his payment.

I thought maybe it was due to my Tax zone that was set to Florida. So I created a new tax free zone "World" that included all countries. No change.

I did also change the zone to "World" in my Paypal IPN settings and it wouldn't work.

In my admin store settings my store is set to USA/Florida.

My friend was able to check out once I set up a tax free zone for the entire USA as long as his address was also within the USA.

So as soon as his address is outside the US, I can't get it work even if I set up a "World" tax zone.

Where is the problem in this situation?
