meta_tags.php problem

A new install of 1.39h.

Editing meta_tags.php displays <title>TITLETERTIARY_SECTIONSITE_TAGLINE</title>
and also at the begining of meta description also.

I copied the contents (between the ' - ' chars) of from my old 1.38 file, not the entire line of php code to the approiate areas.
<title>
<description>
<keywords>

and uploaded to includes/languages/english/MY TEMPLATE/

Ive redone this several times same result.

Any ideas anybody?

When an UPPER_CASE-CONSTANT is returned in the HTML, it is usually because the define variable has been badly edited.
