Need help on upgrade

I am trying to update from v1.3.7 to v1.3.9h and am getting nowhere. I unzipped the files and moved them on my FTP to my server but nothing happens when I check my site's Control Panel. No page comes up for me where I can do changes in the background while my site is up and also my site gets affected when it shouldn't. I'm not sure where to go from here.
