Excluding a singal country from shipping

From what we can tell to exclude a country requires zone shipping, but nothing on the site, nor forum, nor book we bought makes any sense of zone shipping to us. We don't use zone shipping currently but are interested in restricting shipping to a one country while allowing payments to process in all countries and shipping to process to all other countries. this along with another zone to add a flat handling charge to all of our shipping as well. we can clearly tell this is all handled in the zone shipping module, but we are having trouble making sense of the shipping table and some sources say we need to add all countries in a shipping zone but the excluded one which using the 2 to 3 letter country codes is quite a task. We are asking for any help making this make sense as we are a mom and pop operation and this seems a little above our heads at the moment.

You do not need to use the zone module

You do need to create your desired zones

Then in flat there is a "Shipping Zone" drop box where you would select the created zone where you want to offer flat rate shipping
