Let's stick to 1 thread for this problem ...
If you go to phpMyAdmin, is there any data in the tables:
customers
customers_info
Do the customers_id in the customers table match the customers_info_id in the customers_info table ...
How did you do your Upgrade?
From what version to what version?
What version php?
What version MySQL?

Yes, I asked for an answer on another thread and posted my own, not knowing that a reply to a thread counted.
I will see if I can use PHPmyadmin for the answer.
Other info copied from the VERSION link in the admin section.

Do you have any add ons?
Sounds like some bad or missing files on the server ...
If this is a clean install, you may want to try loading all the files for /admin to /your_secret_admin_dir and see what file(s) might be bad, missing or corrupt ...
You could just up load the one file:
/admin/includes/functions/general.php
but you need to wonder if other files might also be damaged or corrupt ...
