After I complete payment on Paypal I am being returned to Step 2 Payment page. If I continue through the order, click continue, click confirm order, I get the Checkout Success Page. Order shows up in ZC and Paypal.

Any ideas as to what could be causing this?

Check your settings in your PayPal account. Go to: Profile - Website Payment Preferences

More importantly, upgrade to the latest version of Zen Cart which includes fixes for the symptoms you're reporting, in addition to numerous important security updates.

The problem occurs when I use the standard checkout button.

Order is processed just fine when I use the Paypal Express button.

Next step is to remove the standard checkout button.

Any advice on how I can do this?

Many bugs were fixed in the new version. The best advice is to upgrade.
