Problem with express checkout and FEC Module

Hi everyone,
I just hope that someone can help me I am still working locally on my PC so I test everything offline. I followed all the steps of this tute:

and put all the API values,but in admin this payment module is not ready to use yet (there is yellow circle against the module).

Anyway, the main problem is:

I have fast and easy checkout module installed and my zencart version is:v1.3.9g and when customer chooses the product to buy he has 3 options:

1)check out as a guest
2)as an existing member(so log in)
3)PayPalExpress check out

WHen he clicks on option 3) he is directed to blank page and that is it...I am not sure,whether it is because my shop is not live yet.

If customer chooses one of first 2 options then he can pay by bank deposit ONLY,there is no more options offered during checkout process after he logged in, like bank deposit OR Paypal Express. Do u have the same thing or smth is definetely wrong with mine?

Hope I could describe the problem good and it is easy to understand what I was trying to say

Also, usually locally using xampp or another you might not have curl enabled or a mail server installed nor is it accessible via a url

So many payment and email issues can not be tested
