help question Editing header "TagLine Here" attribute

Greetings I'm using v1.3.9h and I have everything working pretty nicely, I've been experimenting for a couple days and there's a some things I'm having a little trouble figuring out.
First I'm using the template called Avignon

my site is Abibrim Edjua (Twi, west african language for African Store)

TL;DR I'm trying to edit the header where it says "tagline here" how do I do it?

Go to "includes/languages/YOUR_LANGUAGE/YOUR_TEMPLATE/header.php" and change the line:
    define('HEADER_SALES_TEXT', 'YOUR TEXT HERE');

This is what it says when I try to find my site online.

Zen Cart!, The Art of E-commerce
Zen Cart! : - Article Marketing Service Directory Submissions Search Engine Indexing Social Bookmarking Service Additional Services Local Business Listings ...
    getwebsitetrafficseo.com/ - Cached

I want to remove this title "Zen Cart! The Art of E-Commerce and change the HOME page Meta Tags. I have read the tutorial over and over again, and though I think I understand what it is saying where do I change the meta tags for the Home Page? In zencart admin panel or in the FTP files? I just don't get it.

I have went to tools, went to developer tools, clicked on the languages thing found the line numbers but you can't change them while in the zencart admin so where do I go to make the changes?

I looked in the FTP files and there is not a file called meta_tags.php file that I can find anywhere.

If someone that has done this could just please provide step-by-step instructions that a layperson can understand it would be greatly appreciated.

I am so frustrated with this I am not too thrilled over the fact that something that should be relatively simple to do like on other ecommerce sites ... should be so difficult to get to and change. That is where my frustration is at right now. Why can't I find it?

    Please help ... thanks

PS - I read page 62, 39, 38 and 17 in the tutorial or forum I think and basically everyone seems to have the same issues and yet there are no clear concise step by step instructions. Maybe I am just dense but I cannot find this file shown below to change it and what text editor do I use to make the change?

includes/languages/english/meta_tags.php file in your text editor.

Thanks! that worked well. I'm looking for a way to change the title at the top of the page. IT says Zen Cart! The Art of ecommerce. How can I change that?

Searching for 'title' in the Tutorialas/FAQ section reveals this:

    https://www.zen-cart.com/tutorials/index.php?article=17

In that tutiorial it says the proper file is includes/languages/english/meta_tags.php. If that file doesn't exist, you haven't uploaded all the Zencart files.
