I have changed a banner from zencart to one of my other sights and it shows up very very large in size and i can get it small like the zencart banners. this is a side banner see http://www.airtightvideo.com/store_cart to see problem, you may have to hit refresh a few times as i am in the loop with the zencart banners.

Looks to me like your image is way too large for a banner. You would want to make a thumb nail of your images before putting it in that small spot. Zen cart wont shrink your images for you.
