how do i set up 'offline processing'? for credit card orders, i am PCI compliant as is my card processing software

Answered in one of your other posts. You need an add-on by ceon, since that module has been removed from the core code due to its insecure nature.

With taking CC offline, you must meet additional standards with PCI/DSSi am PCI compliant as is my card processing software
So I question that you are actually compliant

You could offer taking cc payments over the phone. This mod may help.
